Call to order at 3:06pm.
- Call to Order, Welcoming of Any Guests
- Melissa Hamilton “Money Habitudes” discussion and opportunity for EDC to partner. Board agrees this is a great opportunity and Ron Coate was particularly excited and will be helping Melissa with his 40 years of experience. Agricultural entrepreneur class is beginning soon. Two businesses had signed up.

- Treasurer’s report
- Approval of Payment for Monica Revoczi, Interaction International Invoice per Valley County Resource Management Plan Funding in the amount of $3350 ACTION ITEM
- Motion by Julie, 2nd by Ron. Motion passes. Sherry Maupin abstained.
- Approval of December Treasurer’s Report ACTION ITEM
- Discussion around the $6k deficit that exists in the housing bucket in the budget. Board knew that there would be a deficit because of when the Gem Grant
- Moved $15k from summit income into Executive Director bucket as the Board desired. Great job Lindsey

- Valley County USDOT BUILD Grant for West Mtn Road ACTION ITEM
- Delta offered more context about the historical RAISE grant that this now takes the place of. Board would like to update verbiage to clarify that these are funds for planning of the project, not the construction of the project.

- Valley County Parks & Rec for IDPR Grants (Various) ACTION ITEM

- Executive Items
- New Cascade Board Member Consideration for Matt Spelsberg ACTION ITEM

- Bylaws Review
- Dylan provided further explanation and review of a couple of items for the Board. No action taken since new bylaws were approved at December meeting. Lindsey to send out a Docusign for our Board to sign.
- 2026 Strategic Planning ACTION ITEM
- Motion by Sherry. 2nd by Julie.
- 2026 Budget Discussion Amended from Action Item to Discussion Item
- Creative District’s next meeting is February 3rd. Delta, Lindsey, and Melissa will discuss with the steering committee. Creative District has no planned income – Expenditures should be budgeted $5,000. Will have more information for February meeting.
- Trace’s 2026 Contract ACTION ITEM – IDAEYC will continue to fund the program, focus will be on business relationships and could get more funding than the original $70k, Trace’s contract as of 1/1/2026. $50k with more of the direct expenses paid for by the contractor

As Time Permits:
- Executive Director Update: United Payette reached out – they are seeking input on the potential economic ties to endowment lands. Lindsey will attend working sessions – Valley County Fair Board and Commissioners meeting – Lindsey has been invited to discuss the master plan. BSU Resilience Assessment moving into next phase – looking for a regional champion to carry the next steps forward. EDC has been a possibility – more information to be gathered.
- Early Childhood Education no further updates other than what was discussed earlier in the contract portion of the meeting.
- Community Reports
- Valley County – Indigent funding MOU contract discussions right now with Ignite Idaho to oversee use of these funds. $25k is being proposed to be allocated of County funding for Ignite Idaho to be this touch point of the indigent funds. Discussion around streamlining the region’s giving to community need and who is giving what and where. Hoping this improves communication across all entities doing this work. $850K SRS funds for roads every year for three years. $400k short for the ITD corridor study so County needs
- Cascade- no one available to report
- Donnelly – commercial improvement district is being proposed at the Legislature this year that would potentially pay for improvements such as a stoplight at the Roseberry/HWY55 intersection or the S Bridge, etc.
- McCall – New Mayor – Colby Neilsen, Some drop in amount of short term rentals came in at end of 2025, Winter Carnival 1/31 – 2/8 – Fireworks both weekends. Parade on second weekend,
- New Meadows – Childcare opening in February, influx of transients from Washington, working on branding New Meadows,
- Partners in Attendance – Melissa offered her report at the beginning of the meeting re: “Money Habitudes” program and agricultural entrepreneur program.
- WCMEDC Updates Suspended until February due to time constraints
